Court of Appeals: A History

1849

Minnesota Territory is established, including the creation of a 3-member Territorial Supreme Court. 

1858

Minnesota becomes a state and the 3-member Minnesota Supreme Court is established. 

1881

Two additional Justices are added to the Minnesota Supreme Court, bringing the total to 5.

1930

Two more Justices are added to the Minnesota Supreme Court, increasing membership from 5 to 7.

1942

The Minnesota Judicial Council, a citizens group of lawyers and lay people, proposes the creation of an intermediate appellate court.

1966

The Minnesota Citizens Conference to Improve the Administration of Justice again proposes the creation of an intermediate appellate court. 

1971-1972

The National Center for State Courts conducts a study of the Appellate System in Minnesota looking at caseloads and backlogs; the study recommends creating an intermediate appellate court.

1973

Two additional Justices are added to the Minnesota Supreme Court, increasing membership from 7 to 9 members. 

March 1982

Supreme Court Justices and other members of the bar lobby the Minnesota State Legislature to pass a bill permitting the establishment of a Court of Appeals. Governor Quie signs the Court of Appeals bill on March 22, 1982. 

November 3, 1982

Minnesotans vote on a Constitutional Amendment to create a Court of Appeals; the Amendment passes by a vote of 1,118,022 in favor to 402,814 against. 

May 1983

Peter S. Popovich is appointed as the first Chief Judge of the Court of Appeals. 

August 1983

Judges Edward J. Parker, Daniel F. Foley, D.D. Wozniak, Suzanne C. Sedgwick, and Harriet Lansing are appointed to the Court of Appeals. 

November 2, 1983

The first 6 judges are sworn in and the Court of Appeals officially opens for business. 

April 2, 1984

Judges Doris Huspeni, Thomas Forsberg, David Leslie, Roger Nierengarten, Jim Randall, and Gary Crippen join the Court of Appeals, bringing the total to 12 judges. 

1987

One additional judge is added to the Court of Appeals, bringing the total to 13. 

1989

One additional judge is added to the Court of Appeals, bringing the total to 14. 

1990

Two additional judges are added to the Court of Appeals, bringing the total to 16. 

2008

Three additional judges are added to the Court of Appeals, bringing the total to 19. 

2023

The Court of Appeals celebrates its 40th Anniversary.
