Since there was not yet a functioning government in the territory, the President in 1849, Zachary Taylor, appointed all of the territorial officials, including the governor, justices, and attorney general. On June 1, 1849, Aaron Goodrich, David Cooper and Bradley Meeker were appointed justices of the supreme court and confirmed by Congress. In addition to convening the regular supreme court terms, they also each acted as a District Court judge for a different part of the territory.
